Merge .exp files from 4.3.
* testsuite/lib/libgomp.exp (libgomp_init): If blddir is "" then don't
add blddir specific flags.
* testsuite/libgomp.c++/c++.exp: If blddir is null assume we're
testing an installed compiler.
